In this session, key players from across the ecosystem—mobile operators, regulators, and emergency management agencies—will share how they coordinate to deploy mobile-enabled early warning systems that strengthen disaster resilience. Each actor plays a critical role: operators bring the technology onto the field to deliver nationwide alerts, while governments set the regulatory frameworks and public policies needed to implement, manage, and fund these systems.

With more countries advancing mobile alert systems, this dialogue will offer practical lessons to develop early warning mechanisms that are effective, inclusive, and sustainable.
