Angel is a senior economist based in Colombia/Spain, specialized in public policies, economic growth and digital regulation.
He is a regional advisor for UNESCO on artificial intelligence and ethics in Latin America, assisting in the implementation of recommendation on AI & Ethics, fostering public-private partnerships, and leading research.
He is also founder and partner of Argia, a consulting firm on green, tech and economics. non-resident senior fellow of the Asia and Latin American programme at the InterAmerican Dialogue, visiting fellow of the European Council on Foreign Relations, director for the Americas of asw_Replica a big data and analytics start-up, and external advisor for leading telecommunication & media companies.
Angel has nearly 25 years of experience at both the private and public sector. He was Vice-president for External and Regulatory Affairs at AT&T VRIO Latin America, Head for Latin America at the OECD Development Centre coordination the flagship Latin American Economic Outlook, Lead Specialist at the InterAmerican Development Bank, and Principal Economist at BBVA Research, specializing on new technologies, economic growth, and fiscal policy. He also served as Senior Advisor at the Economic Bureau of the Spanish Prime Minister.
On policy making, he has participated in several reforms across Latin Americas on telecommunications and digital policy, taxes, skills and social policies.
He received his Ph.D. and B.A. in economics from the Universidad Complutense, Madrid (Spain).
