Speaker Bio

Dr. Lee joined KTOA as Vice Chairman & CEO in February 2022. He brings a wide range of experience in telecommunications policy and an extensive understanding of legislative and regulatory issues. Before working at KTOA, he served as a government official about 30 years at the industrial policy area. He held key positions in the field of telecommunications and broadcasting policy at the Korea Communications Commission (KCC) and the Ministry of Science and ICT (MSIT). 


He took responsiblity of Deputy Head of 2014 International Telecommunication Union Plenipotentiary Conference (ITU-PP 2014) Secretariat and Chairman of the Policy Committee of the Asia-Pacific Telecommunity (APT).  He also acted as a vice-chair of the Working Party of Communications Infrastructure and Services Policy (WP-CISP), OECD. Recently, he played a key role of establishing the national digital transformation strategy at the Ministry of Economy and Finance (MOEF).


He graduated from Seoul National University (SNU) with B.A. in Political Science. He received Master's Degreee in Public Policy at SNU and studied in Technology Economics at the University of Manchester, UK, and has got Ph.D. in Public Administration from Yonsei University.
