IMEI Registration as a Driver of Digital Security and Revenue: GSMA and SC.Soft Host CEIR Roundtable at M360 Eurasia

On May 20 in Tashkent, as part of the GSMA M360 Eurasia conference, a dedicated roundtable titled "CEIR: Preventing Device Fraud and Ensuring Revenue Through IMEI Registration" was held. Organized by GSMA, with SC.Soft as the technical partner and sponsor, the event brought together high-level representatives of regulatory authorities, mobile network operators, and GSMA experts from across the Eurasian region.

Shared Experience and Future Vision

The roundtable offered a unique platform for expert dialogue and regional collaboration:

  • The Uzbekistan telecom regulator presented its successful CEIR deployment since 2019, highlighting results and opportunities unlocked by device registration.
     
  • The GSMA Director of Services provided information on IMEI services that could be very useful for CEIR, as well as practical implementation options worldwide.
     
  • Participants compared their national approaches to CEIR implementation, which vary in purpose—from boosting revenue and curbing fraud to strengthening digital security.
     
  • Discussions included practical CEIR use cases, opportunities for monetization, ecosystem integration, and benefits for different stakeholders.
     

Special attention was paid to technical and regulatory risks that can arise during CEIR rollout and operation, along with strategies for mitigating them. Participants emphasized the need to adapt to national legal contexts and the importance of regional coordination.
