Fernando Borjon

Biografia Orador

Fernando Borjón has more than 30 years of professional experience, including 20 years working with the Mexican Government in public policy and regulation of telecommunications and broadcasting.  


He is a Senior Advisor for Latin America at Access Partnership, focused on the application and development of ICT policies and strategies.  Fernando has also worked on international arbitration procedures as an expert on telecommunications.


As a public servant in Mexico, he was Head of the Telecommunications Investment Promotion Agency (Promtel), Commissioner of the Federal Telecommunications Institute IFT), and Technological Development Coordinator of the Ministry of Communications and Transportation, among other positions.  He has been part of telecommunication projects such as the Mexican Wholesale Open Access Network, the transition to Digital Terrestrial Television and the Reform of Telecommunications in Mexico.


At the ITU he was member of the Radio Regulations Board of the International Telecommunication Union (2019-2022), Chairman of the Expert Group on the International Telecommunication Regulations (2016-2018) Chaiman of the ITU Council (2010-2012) and Chairman of the 2010 Plenipotentiary Conference in Guadalajara, Mexico.  He was a awarded with ITU Gold Medal.
