He graduated from Al-Farabi Kazakh National University, Columbia University (Master of public administration), Massachusetts Institute of Technology (Master of business administration).
He started his career in 2007 as a leading trader in the Securities and Bond Trading Department of Morgan Stanley Investment Bank, London.
In different years he worked as an expert of the Centre for Strategic Developments and Analysis of the Presidential Administration of the Republic of Kazakhstan, Director of the Treasury Department of Samruk-Kazyna, Deputy Chairman of the Management Board of Kazyna Capital Management JSC and Development Bank of Kazakhstan JSC, Deputy Director for Monetary Operations and Asset Management of the National Bank and Advisor to the Prime Minister. He also held senior positions in the structure of the National Bank and JSC Kazakhstan Temir Zholy.
From 2020 to 2022, he worked as Deputy Chairman of the Agency for Strategic Planning and Reforms.
In 2022, he worked as First Deputy Minister of Digital Development, Innovation and Aerospace Industry.
From 2022 to 2024, he is the General Manager of Binance Kazakhstan.
On 6 May 2024, he was appointed Minister of Digital Development, Innovation and Aerospace Industry by the Decree of the Head of State.
