Speaker Bio

Abdul Karim Abdul Razak is Head of the Technology and Standards Division at the Malaysian Communications and Multimedia Commission (MCMC). He has more than 30 years of experience spanning engineering, standards, conformity assessment and communications regulation. In his current role, he oversees technology strategy, technical standards, communications equipment and proficiency certification, certifying agency governance, RF-EMF compliance, market surveillance and strategic trade.



At MCMC, he has led key initiatives including the Strategic Communications and Multimedia Technology Roadmap 2025–2030 (MyTMAP2030), MCMC PRIME and the Starlink LEO satellite proof of concept. He currently oversees the implementation of the New Communications Equipment Framework (NCEF) and the strategic review of cabling provider proficiency certification. His work on satellite, non-terrestrial networks (NTN) and direct-to-device (D2D) services supports MCMC’s efforts to strengthen regulatory readiness, facilitate responsible innovation and advance connectivity in Malaysia.



He also contributes to standardisation at national, regional and international levels through engagement with the Malaysian Technical Standards Forum Bhd (MTSFB), Standards Malaysia, the Asia-Pacific Telecommunity (APT), the International Telecommunication Union (ITU) and the International Electrotechnical Commission (IEC).
