Speaker Bio

Ozodkhon Davlatshoev is the Chief Executive Officer of Tcell, a leading telecommunications company in Tajikistan. With a background spanning telecommunications, investment, and large-scale infrastructure development, he has played a pivotal role in advancing digital connectivity and economic growth in the country.

Before becoming CEO in 2017, he held senior positions within the Aga Khan Fund for Economic Development (AKFED), where he led major investment projects, including the establishment of Indigo Tajikistan (now Tcell) and the Pamir Energy project — a globally recognized public-private partnership in the energy sector. He also led the launch of Accelerate Prosperity, one of the region’s first startup accelerators supporting entrepreneurship across Central and South Asia.

Under his leadership, Tcell has significantly increased its performance and strengthened its position as a market pioneer, driving innovation, digital transformation, and the rollout of next-generation technologies, including 5G.

In addition to his corporate role, Ozodkhon Davlatshoev is actively engaged in international cooperation and sports development, serving as President of the Cycling Federation of Tajikistan and contributing to global initiatives within the Union Cycliste Internationale (UCI).

He holds an MBA from the University of Edinburgh Business School and completed the Advanced Management Program at Harvard Business School.
